A push for self-hosted models
The approach prioritizes self-hosted, or on-premise, models that Ukraine can deploy on infrastructure it controls, while limiting solutions that by design remain under a provider's control. That distinction currently disfavors the flagship systems from Anthropic and OpenAI, which are offered primarily as vendor-operated services.
Roman Kyslyi, Chief AI Officer at Ukraine's Ministry of Digital Transformation, framed the policy as one of control rather than exclusion. "If the vendor will provide it to run on our on-premise infrastructure, there are no restrictions," he said, adding that Ukraine would work with any provider whose technology could be deployed under Ukrainian control.
Wartime resilience drives the decision
The stance hardened after the US government ordered Anthropic to cut access to certain powerful models, a move that reinforced concerns in Kyiv and echoed broader European unease about reliance on foreign-controlled AI. For a country at war, the risk that a critical system could be throttled or disabled by a distant provider is not theoretical.
The policy also reflects data-sovereignty concerns. Ukraine's AI assistant inside its Diia government app currently runs on Google's Gemini, accessed through servers within the European Union. Officials say they strip personal data before sending queries because they do not control those models.
A signal beyond the battlefield
Ukraine's calculus carries lessons for other governments weighing dependence on a handful of frontier AI providers. As open-weight models improve, the option to run capable systems on sovereign infrastructure is becoming more viable, giving buyers leverage that vendor-hosted-only offerings cannot match. For Kyiv, resilience and control now rank alongside raw capability when choosing which AI to trust with state functions.
